We are submitting an urgent request for approval under a City of Bellevue Right-of-Way permit for the removal of one Douglas Fir tree located within the public right-of-way frontage adjacent to 15017 SE 44th Pl, Bellevue, WA 98006. The subject tree exhibits a heavy decurrent growth pattern characterized by unusually long and weight-bearing limbs, sparse canopy density, and multiple broken branches present in the mid-canopy. These conditions indicate advanced structural stress and declining health, creating a significantly elevated risk of additional limb or whole-tree failure within the public right-of-way. The tree also presents with a buried root crown on the west side facing the residence, compromising root function and long-term structural stability. Root system expansion has damaged adjacent curb and roadway infrastructure, resulting in documented vehicle damage, including multiple tire failures. In addition, the tree has a documented history of significant limb failures that have caused property damage on multiple occasions. The scope of work includes sectional removal of the tree from within the public right-of-way with no additional ROW disturbance beyond removal activities. Temporary traffic and pedestrian control will be implemented as required to maintain public safety during operations. For these reasons, we are requesting prompt approval of this Right-of-Way permit to allow for removal of the tree to mitigate risk, and to protect public infrastructure.
