
MILANO ISSAQUAH APARTMENTS Construct a five-story apartment complex over two stories of underbuilding parking, consisting of 101 Market and Affordable units in the 57, 928 sq ft site. Applicant is proposing to reduce the Schneider creek buffer from the standard 100 ft to 75 ft as provided in the Code, when there is currently NO observed buffer in place, by removing the current non complying structures, driveway, septic tank, drain filed and noncommissioned fuel tank and restring buffer to a functioning, vegetated one with native species and fenced off to human and vehicular access. Applicant will reconstruct the Newport Way NW with complete sidewalks, turn lanes,. bike lanes.
EAST LAKE SAMMAMISH PARKWAY DRAINAGE IMPROVEMENTS The objectives for this project include: - Construct two 12 foot wide x 8 foot tall box culverts, one 25 feet long under the East Lake Sammamish Trail and the other 95 feet long under SE 51st Street west of the intersection with East Lake Sammamish Parkway to improve conveyance capacity through the corridor and reduce flooding impacts. The culverts will need to be fish passible because the storm drainage system connects to Park Hill Creek, a fish bearing stream. - Remove invasive vegetation within 1,700 feet of ditch, and design a channel planted with native plants to provide fish habitat, prevent invasive vegetation regrowth, and improve channel efficiency. - Upsize 8 catch basins from type 1 structures to type 2 structures along East Lake Sammamish Parkway, between SE 51st Street and SE 56th Street, and upsize corresponding stormwater conveyance pipes that connect to the conveyance ditch on the west side of the roadway. - Install 5 sediment collection zones downstream of select catch basins scheduled to be replaced, to minimize maintenance impacts within an active fish bearing stream and wetland system and create zones where reed canary grass and other invasive species will find it harder to re-establish. - Plant native trees and shrubs including willow and salmon berry within the 1,700 foot linear ditch system and surrounding wetlands.
SUNSET BEACH MILFOIL REMOVAL The Washington State Parks and Recreation Commission (State Parks) proposes to remove approximately 78,000-square feet of invasive Eurasian watermilfoil (Myriophyllum spicatum) from the Sunset Beach area at Lake Sammamish State Park.
SALMON RUN NATURE PARK BANK STABILIZATION The repair will involve installation of natural bank armoring consisting of woody debris structures along the toe of the damaged left bank. The woody debris structures will consist of either Western Red Cedar or Douglas Fir. The pieces will be 16"-24" diameter interlocking vertical and horizontal wood logs pinned together along with one to two-man rock placed behind the log structures. Approximately 5 woody debris clusters will be installed for a total of approximately 18 vertical logs, 5 horizontal logs and 10 transverse logs placed at random angles extending out from the toe of the bank. Post construction restoration will consist of re-establishing native plantings and portions of the existing trail damaged by construction equipment accessing the side channel bank from 5th Ave NW. Construction is scheduled for summer 2021.
HYLA CROSSING PUMPED STORMWATER DISCHARGE The project proposes a new stormwater management facility and associated infrastructure, including stormwater pump station, pipeline, and nearshore outfall adjacent to Lake Sammamish. This facility is being built to handle existing stormwater and will not be associated with new stormwater impacts. This facility will be passed on to the City of Issaquah for long-term management and maintenance after construction.
RAINIER BLVD N BRIDGE STRENGTHENING The project is for the structural strengthening of the Rainier Boulevard bridge over the East Fork Issaquah Creek. The bridge is a single span structure with prestressed multi-web (trideck) girders. This bridge (Bridge No. ISSAQU 04) was load rated and determined to require load restriction for Specialized Hauling Vehicles and Emergency Vehicles. Some minor cracking is noted in the web of Girder A near the midspan. The City has elected to strengthen the bridge to avoid load restricting the structure. To increase the structural capacity and avoid load restricting the structure, fiber-reinforced polymer (FRP) strips will be applied to the bottom of the webs of the prestressed multi-web girders. Cracks will be identified and injected with epoxy resin. No spalls, or delaminations exist within the area that the FRP will be applied. Surface prep will be required where the FRP strengthening is applied. Surface prep is typically done by using an angle grinder with an abrasive wheel outfitted with a dust shroud with vacuum attachment for concrete dust and debris containment. Prior to work, in the in-water work window, debris containment will be installed to catch any epoxy, putty, patch material or other from dropping into the creek or the creek banks as applicable. All work will be done manually and no heavy equipment will be used. Work access will not require grading, temporary or permanent fill within the wetted perimeter of the stream. Work is proposed for the summer of 2022.

NEWPORT BRIDGE FLOODWAY MAINTENANCE Remove the sediment deposited during high flows to maintain the flow capacity designed into the original bridge construction.
NEWPORT BRIDGE FLOODWAY MAINTENANCE The Newport Way SE bridge was replaced in 1999. As part of that project a floodway expansion area was engineered into the design to improve the flow capacity below the bridge. During periods of high flows, water leaves the main stem of Issaquah Creek and travels through the normally dry areas under the bridge and returns to the creek north of Newport Way SE. Fine sediment accumulates during the high flows and reduces the capacity of the floodway to manage the high flows. The project is to maintain the floodway by removing the fine sediment deposited during periods of high flows in Issaquah Creek returning the channel to the original design for optimal performance
2020 IMC SECTION UPDATE This is a non-project action. The adoption of this ordinance will update the Areas of Special Flood Hazard code - IMC 16.36 to comply with Flood Damage Prevention Model Ordinance under the National Flood Insurance Program (NFIP) for Washington State revised 12/09/2019. As a condition of participation in the NFIP, communities are required to adopt and enforce a flood hazard reduction ordinance that meets the minimum requirements of the NFIP however, there are occasionally additional requirements identified by state law that are more restrictive. In these cases, the Federal Emergency Management Agency (FEMA) will require that communities meet those standards as well.
STORM AND SURFACE WATER MASTER The purpose of the Storm and Surface and Water Master Plan is to update the City's adopted Stormwater Management Plan with the goal of developing a prioritized list of stormwater infrastructure and habitat restoration projects and programs. The plan will address surface water quality, aquatic and riparian habitat degradation, flooding and failing drainage infrastructure. Development of the plan will involve extensive outreach and engagement with various stakeholder including the City Council, City departments, state agencies, local jurisdictions and citizens to better understand their storm and surface water needs and priorities.
12TH AVENUE NW AND SR 900/17TH AVE NW The Project widens the northbound approach to SR 900/17th Avenue NW intersection for an exclusive right turn lane and widens 12th Avenue NW at SR 900/17th Avenue NW intersection with Sammamish Road to provide an additional westbound left-turn approach lane. The Project also adds a bicycle lane, illumination, upgraded/replaced curb ramps and sidewalks throughout the 12th Avenue project limits.
