The subject property consists of an approximate 6,534 square foot lot which contains a single-family residence and multiple critical areas, including potential erosion hazards, and a stream. According to Snohomish County soils data, the parcel is made up of Alderwood Urban land complex, 8-15% slopes. LiDAR data indicates that the south edge of the property has approximate 15% slopes and the northeast corner of the property has an approximate 21% slope. Slopes greater than 15% with this mapped soil composition are considered Erosion Hazard Areas. According to the City's GIS information, a partially daylit stream runs through the northeast property corner. Upon inspection of the site, a stream was observed emerging from a culvert under the property to the east and flowing east to west over the northeast corner of the subject property before flowing into a culvert at the east side of the site's paved driveway. A moderate slope was observed on the northeast corner, sloping downwards from the property to the east and the Alder Street to the north. Another moderately steep slope was observed just south of the property in the unopened alleyway, which presented as heavily treed and sloping downwards south to north with a change in elevation of over 10-feet. An Erosion and Sediment control plan compliant with chapter 18.30 ECDC may be required for development on a site containing an erosion hazard area which would be reviewed as part of a building permit. Streams are considered critical areas pursuant to ECDC Chapter 23.90 and may require development buffer zones of 40ft - 150ft (ECDC 23.90.040(D)).
