The ~1.75 acre site is a full block group of three parcels located between n. Madison St. and N. Monroe St., and between N. 27th St. and N. 28th St. In the Proctor neighborhood of Tacoma, Washington. The existing structures consist of the Mason United Methodist Church and an education wing on the east side of the block, and a parsonage single family structure on the northwest corner of the site. The church and education wings will be demolished. The parsonage building will remain. The property is zoned residential commercial mixed use (RCX). The proposed multifamily housing, food bank, and religious facility are allowed in this zone. The project will consist of 100 1-, 2-, 3-, and 4-bedroom affordable multifamily apartment units on five levels above a concrete podium structure. First floor spaces include property management and resident services offices, a large community room for use by residents and community groups, a religious facility and ancillary space. Level 0 uses include structured parking, and a food bank. Parking for approximately 84 vehicles is proposed: approximately 72 spaces within the building structure and 12 surface parking spaces are proposed. Interior and exterior resident amenity spaces (owned and operated by Mercy Housing Northwest), will be provided. The building will be constructed as 5 stories of Type VA construction over 1 below grade level of Type IA construction. Right-of-way improvements are proposed on N. 27th St., N. Madison St., and N. 28th St. A through-block connection in the north-south orientation is proposed, connecting N. 27th St. and N. 28th. St.
